DOI: 10.1111/j.1752‐1688.2010.00454.x Abstract: Water quality trading between point and nonpoint sources is of great interest as an alternative to strict command and control regulations on point sources for achieving water quality goals. The expectation is that trading will reduce the costs of water quality protection, and may speed compliance. The United States Environmental Protection Agency has issued guidance to the States on developing point‐nonpoint trading programs, and United States Department of Agriculture is encouraging farmer participation. However, existing point‐nonpoint trading programs have resulted in very few trades. Supply side and demand side impediments seem to be preventing trades from occurring in most trading programs. These include uncertainty over the number of discharge allowances different management practices can produce, high transactions costs of identifying trading partners, baseline requirements that eliminate low‐cost credits, the reluctance of point sources to trade with unfamiliar agents, and the perception of some farmers that entering contracts with regulated point sources leads to greater scrutiny and potential future regulation. Many of these problems can be addressed through research and program design.  相似文献

Characterizing the forest fragmentation of Canada’s national parks   总被引:1,自引:0,他引:1  
Characterizing the amount and configuration of forests can provide insights into habitat quality, biodiversity, and land use. The establishment of protected areas can be a mechanism for maintaining large, contiguous areas of forests, and the loss and fragmentation of forest habitat is a potential threat to Canada’s national park system. Using the Earth Observation for Sustainable Development of Forests (EOSD) land cover product (EOSD LC 2000), we characterize the circa 2000 forest patterns in 26 of Canada’s national parks and compare these to forest patterns in the ecological units surrounding these parks, referred to as the greater park ecosystem (GPE). Five landscape pattern metrics were analyzed: number of forest patches, mean forest patch size (hectare), standard deviation of forest patch size (hectare), mean forest patch perimeter-to-area ratio (meters per hectare), and edge density of forest patches (meters per hectare). An assumption is often made that forests within park boundaries are less fragmented than the surrounding GPE, as indicated by fewer forest patches, a larger mean forest patch size, less variability in forest patch size, a lower perimeter-to-area ratio, and lower forest edge density. Of the 26 national parks we analyzed, 58% had significantly fewer patches, 46% had a significantly larger mean forest patch size (23% were not significantly different), and 46% had a significantly smaller standard deviation of forest patch size (31% were not significantly different), relative to their GPEs. For forest patch perimeter-to-area ratio and forest edge density, equal proportions of parks had values that were significantly larger or smaller than their respective GPEs and no clear trend emerged. In summary, all the national parks we analyzed, with the exception of the Georgian Bay Islands, were found to be significantly different from their corresponding GPE for at least one of the five metrics assessed, and 50% of the 26 parks were significantly different from their respective GPEs for all of the metrics assessed. The EOSD LC 2000 provides a heretofore unavailable dataset for characterizing broad trends in forest fragmentation in Canada’s national parks and in their surrounding GPEs. The interpretation of forest fragmentation metrics must be guided by the underlying land cover context, as many forested ecosystems in Canada are naturally fragmented due to wetlands and topography. Furthermore, interpretation must also consider the management context, as some parks are designed to preserve fragmented habitats. An analysis of forest pattern such as that described herein provides a baseline, from which changes in fragmentation patterns over time could be monitored, enabled by earth observation data.  相似文献

Samples of soil, water, and sediments from industrial estates in Lagos were collected and analyzed for heavy metals and physicochemical composition. Bacteria that are resistant to elevated concentrations of metals (Cd2?+?, Co2?+?, Ni2?+?, Cr6?+?, and Hg2?+?) were isolated from the samples, and they were further screened for antibiotic sensitivity. The minimum tolerance concentrations (MTCs) of the isolates with dual resistance to the metals were determined. The physicochemistry of all the samples indicated were heavily polluted. Twenty-two of the 270 bacterial strains isolated showed dual resistances to antibiotics and heavy metals. The MTCs of isolates to the metals were 14 mM for Cd2?+?, 15 mM for Co2?+? and Ni2?+?, 17 mM for Cr6?+?, and 10 mM for Hg2?+?. Five strains (Pseudomonas aeruginosa, Actinomyces turicensis, Acinetobacter junni, Nocardia sp., and Micrococcus sp.) resisted all the 18 antibiotics tested. Whereas Rhodococcus sp. and Micrococcus sp. resisted 15 mM Ni2?+?, P. aeruginosa resisted 10 mM Co2?+?. To our knowledge, there has not been any report of bacterial strains resisting such high doses of metals coupled with wide range of antibiotics. Therefore, dual expressions of antibiotics and heavy-metal resistance make the isolates, potential seeds for decommissioning of sites polluted with industrial effluents rich in heavy metals, since the bacteria will be able to withstand in situ antibiosis that may prevail in such ecosystems.  相似文献

Ash deposition is still an unresolved problem when retrofitting existing air-fired coal power plants to oxy-fuel combustion. Experimental data are quite necessary for mechanism validation and model development. This work was designed to obtain laboratory combustor data on ash and deposits from oxy-coal combustion, and to explore the effects of oxy-firing on their formation. Two bituminous coals (Utah coal and Illinois coal) and one sub-bituminous coal (PRB coal) were burned on a down-fired combustor under both oxy- and air-firing. Two oxy-fired cases, i.e., 27 vol% O2/73 vol% CO2 and 32 vol% O2/68 vol% CO2, were selected to match the radiation flux and the adiabatic flame temperature of air combustion, respectively. Once-through CO2 was used to simulate fully cleaned recycled flue gas. The flue gas excess oxygen was fixed at 3 vol%. For each case, both size-segregated fly ash and bulk fly ash samples were obtained. Simultaneously, ash deposits were collected on an especially designed un-cooled deposition probe. Ash particle size distributions and chemical composition of all samples were characterized. Data showed that oxy-firing had insignificant impacts on the tri-modal ash particle size distributions and composition size distributions in the size range studied. Bulk ash compositions also showed no significant differences between oxy- and air-firing, except for slightly higher sulfur contents in some oxy-fired ashes. The oxy-fired deposits were thicker than those from air-firing, suggesting enhanced ash deposition rates in oxy-firing. Oxy-firing also had apparent impacts on the deposit composition, especially for those components (e.g., CaO, Fe2O3, SO3, etc.) that could contribute significantly to ash deposition. Based on these results, aerodynamic changes in gas flow and changes in combustion temperature seemed more important than chemical changes of ash particles in determining deposit behavior during oxy-coal combustion.  相似文献

Nowadays the lab scale feasibility of the chemical looping combustion technology has been proved. This article deals with many of the design requirements that need to be fulfilled to make this technology applicable at industrial scale. A design for a 150 kWth chemical looping combustion reactor system is proposed. In the base case it is supposed to work with gaseous fuels and inexpensive oxygen carriers derived from industrial by-products or natural minerals. More specifically the fuel will be methane and a manganese ore will be the basis for the oxygen carrier. It is a double loop circulating fluidized bed where both the air reactor and the fuel reactor are capable to work in the fast fluidization regime in order to increase the gas solids contact along the reactor body. High operational flexibility is aimed, in this way it will be possible to run with different fuels and oxygen carriers as well as different operating conditions such as variation in air excess. Compactness is a major goal in order to reduce the required solid material and possibly to enclose the reactor body into a pressurized vessel to investigate the chemical looping combustion under pressurized conditions. The mass and heat balance are described, as well as the hydrodynamic investigations performed. Most design solutions presented are taken from industrial standards as one main objective is to meet commercial requirements.  相似文献

The officer of the deck (OOD) of a US Navy ship is in charge of the safe and proper operation of the ship, and accountable to the commanding officer for every event that occurs during his or her OOD watch. This paper discusses the development of a prototype behavioral marker system to evaluate, and provide feedback on, the nontechnical (cognitive, social, and personal resource) skills of OODs.An initial set of 17 categories of nontechnical skills were identified from a literature review. A focus group with four qualified OODs used the skills identified from the literature review to develop an initial taxonomy of five categories, each with two or three corresponding behavioral elements. This taxonomy was then used to classify 149 statements concerned with the nontechnical skills of OODs collected from 16 critical incident interviews. After three iterations of adaptations to the taxonomy, two independent raters were able to reach acceptable levels of reliability in using the taxonomy to classify the statements. Although further development work is required, it is suggested that the prototype behavioral marker system has implications for improving safety and performance on military and civilian ships.  相似文献

Mangroves are known for their global environmental and socioeconomic value. Despite their importance, mangrove like other ecosystems is now being threatened by natural and human-induced processes that damage them at alarming rates, thereby diminishing the limited number of existing mangrove vegetation. The development of a spatial vulnerability assessment model that takes into consideration environmental and socioeconomic criteria, in spatial and non-spatial formats has been attempted in this study. According to the model, 11 different input parameters are required in modelling mangrove vulnerability. These parameters and their effects on mangrove vulnerability were selected and weighted by experts in the related fields. Criteria identification and selection were mainly based on effects of environmental and socioeconomic changes associated with mangrove survival. The results obtained revealed the dominance of socioeconomic criteria such as population pressure and deforestation, with high vulnerability index of 0.75. The environmental criteria was broadly dispersed in the study area and represents vulnerability indices ranging from 0.00?C0.75. This category reflects the greater influence of pollutant input from oil wells and pipelines and minimal contribution from climatic factors. This project has integrated spatial management framework for mangrove vulnerability assessment that utilises information technology in conjunction with expert knowledge and multi-criteria analysis to aid planners and policy/ decision makers in the protection of this very fragile ecosystem.  相似文献
